Acceptable use.
ProxyPay is an additional payment rail for lawful businesses. It is not a way around banks, card networks, transaction monitoring, reporting or tax, and we will not support it being used as one.

Requirements on a merchant
- Your business must be lawful under the federal and state law that applies to it, and must hold every authorisation, registration and permit its activity requires.
- You must meet your own exchange or off-ramp provider’s rules and remain in good standing with them. Their acceptance of your business is their decision, not ours.
- You must meet your own obligations for record-keeping, reporting and tax. ProxyPay produces reconciliation records; it does not discharge any obligation you have.
- Approval seats must be held by identified people you name, and you must be able to replace one.
- You must give customers a clear receipt and a refund policy your staff can state plainly, because payments are final once the ledger confirms them.

Not permitted
- Any activity that federal or state law prohibits.
- Use intended to conceal the source, ownership or destination of funds, to evade sanctions, or to defeat lawful monitoring, reporting or tax obligations.
- Accepting payments on behalf of an undisclosed third party, or acting as a payment service for other businesses.
- Fraud, deception about what a customer is buying, or misrepresenting who the merchant is.
- Any activity your exchange, bank, vault vendor or another provider prohibits under your agreement with them.
- Attempting to obtain keys, credentials or approval authority belonging to a customer, a colleague or ProxyPay.

Screening and enforcement
- Sanctions
- ProxyPay will screen merchants and merchant addresses against applicable sanctions lists, before a pilot and on an ongoing basis.
- Public ledger
- Payments settle on a public blockchain. Amounts, addresses and times are permanently visible to anyone, including to authorities.
- If we find a breach
- We may pause request issuance for a location or a merchant, and we may end a pilot. Because ProxyPay does not hold funds or keys, we cannot freeze, seize or redirect anyone’s money, and a page that implied otherwise would be selling you a control we do not have.
